Liaoning Liaohe Drilling Engineering Co., Ltd., in order to speed up the regularization of drilling, overhaul, and gas testing teams, promote more standardized operation skills of front-line employees, and promote the continuous, healthy, coordinated and orderly development of the company’s skills training, assessment and appraisal work. Actively explore the vocational skills training assessment and appraisal model that suits the actual needs of the company, and constantly improve the quality management system that is compatible with the company’s overall plan. LHDC Company complies with the requirements of the relevant documents of the HPMM Group and the CNPC vocational skill appraisal standards. Starting from January of this year, after nearly 6 months, LHDC’s "Procedures for Vocational Skills Training Management" and "Procedures for Vocational Qualification Skills Appraisal" and other management systems have been formulated. Standard textbooks such as "Operation Specifications for Primary Job Positions of Drilling Workers" and "Operation Specifications for Primary Job Positions of Downhole Workers (Overhaul, Oil and Gas Test)" etc. have been compiled. The assessment and appraisal standards such as the Contents of Assessment and Appraisal of Production Teams of Drilling Teams, Overhaul Teams, and Test Oil and Gas Teams have been improved.

In May and June of this year, in accordance with the 2015 work plan of LHDC, the company’s agency affairs office sent full-time personnel responsible for vocational skills appraisal to 14 drilling teams and 3 gas testing in Gansu Province, Shaanxi Province, and Inner Mongolia Autonomous Region. At the team site, a serious on-site operation skill assessment was carried out on the employees of the production team.

In the on-site assessment, for individual new employees who did not have enough operational skills, the team leader (member of the assessment team) where the new employee belonged would determine the master and conduct a mandatory "pass and help", and sign a two-month agreement on the spot. The apprenticeship contract encouraged new employees to master the operating skills of their profession as soon as possible.
